It is the ratio of ultimate stress to the working stress.

In the ductile materials, generally yield point is clearly defined. If we want to calculate factor of safety then ratio of yield stress to the working stress is factor of safety.

In brittle materials, yield point is not calculated or not defined, hence ratio of ultimate stress to working or permissible stress is called as factor of safety.
